Maxed out elevation problem

Got a bit of a problem..I've got a Ruger 10/22 with a bull barrel and had a Bushnell trophy 4*12 mounted on Signature Zee rings..I just purchased a
Bushnell Legend 5*15 so I just took off the ring tops, didn't touch the bases and swapped the scopes . The scope has plenty of clearance and windage adjusted in less than 6 clicks. Problem is the elevation,,Maxed out it shot an inch too low at 20yds..( I shoot at a club every Wed at the targets are set at 20 & 50yds) and was dead on at 50....How come the elevation is maxed out, I didn't have this problem with the other scope, and how can I fix it?
 
You have to raise the rear of your scope by either shimming between the rear of the base and the receiver or inside the rings with shims. If you get Burris Signature rings they have plastic inserts that have different offsets to accomplish this. Phil.

If other scopes work and the new doesn't, it is possibly a factory fault and the scope needs to be replaced. I bought a Nikon Monarch that was shooting 10 inches low at 25 yards and did not want to adjust upwards. The scope was replaced and my problems was over!
 
I had this issue for the first time ever today while at the range.

I decided to upgrade my 20 year old 4 screw rings to new Leupold 2 screw rings they are exactly the same height but when I went to resight the scope in with the vertical/top knob to its highest position it still shot 1" low @ 100 yards.

This wasn't an issue before I changed rings... :confused:

My question is do I shim inside the rear ring, the front ring or both?

I figure if I only shim one ring it will bend the scope tube?

Or do I shim between the rear ring and the rear position on th ebase.

It is a one piece base Leupold base.

I really don't know what to do having never dealt with this before.
 
Thanks guys for your help, I did some research on the net after you made suggestions and pointed me in the right direction...I did the following..Counted the total clicks availabe from one extreme to the other and set the dial at exactly half. I then used camera film to shim the rear base under the plastic ring inserts>>> Worked great,
