Maybe asking the obvious.. ..but how has no company manufactured repro Lugers?

The Luger had a lot of intricately machined parts that would cost a lot to reproduce. I'd buy a quality reproduction if it was less than $1250 or so.

Around two million Lugers were produced and they were always a favourite souvenir of GIs. Lots of 'em south of the border; it's our lovely gun laws that keep them scarce up here.

Luger actually tried to sell them to the US, and submitted them for the 1911 trials. The Americans specified they had to have a grip safety, but they didn't like the small caliber (30 luger). I have a mint one with the grip safety and the American Eagle stamped on top. It's also restricted cause the barrel is about 120mm.

"...Is the cost purely associated with..." Pretty much. It's require the parts to be redesigned for modern production techniques. Suspect the actual demand isn't there either.
A 1911 is a much simpler design. Far easier to make.

Part of the problem with Lugers is that they are a reminder of the Nazi's, a lot of company's would not want to tarnish their image by producing something used by the bad guys to enforce their agenda.

I hardly believe that. Hitler was still drawing stick figures on #### house walls when the P08 went into production.
