Metal Targets

I've been looking for information on the 10 m ruling IPSC has been using in Canada for Metal targets
I've heard its Law and I heard it was a recomendation
I had no luck on the CFC web page
Does someone know where to find this information

According to what I read on Walters link, it is only a recommendation.

Always have been, except in Ontario, where the CFO has deemed it mandatory. he has also deemed that all metal must be shrouded.

Of course i will now play devil's advocate here, imagine you are being sued, and being questioned in a court of law and the question is, why did you not follow the recommendation?
