mini 14 to 6x45

That'd be a custom barrel. An expensive custom barrel. However, it is or was being done, Stateside, by Accuracy Systems and others. Starts at about $600US. Barrels require the U.S. export permit.
If you can find a barrel, any good smithy can install it though.
 
Any good smith can contour, install and chamber a barrel of whatever quailty you desire.

Guy up here rebarrelled one to 7.62X39, long before Ruger started making the Mini 30. He used a take off 700 Rem 308 Win HB. Removed the chamber section of the barrel, contoured to fit, rechambered and played a bit with the porting to get it to function properly.

Amazing thing was the standard 223 mag worked! I am guessing it would work with the 6X45, too. :)

i have a reamer and the guy that i got it from had used it to build 2 of them i just cant remember who he was. it will come to me though.
i also have a barrel a 22" mclennan that was a 6ppc and is in fine shape. it should finish out at about 20".
doing the barrel contour is not a problem for a good gunsmith.
and since it is the same parent case it will feed without any major problems.

i am just hoping to find someone that has done a few and that should keep the cost down.
oh yeah i still have to get myself a mini 14 ranch.
