Could be a loose mount, receiver screws or even parallax error. Look through the scope rested on a hard surface at an object 20 yrds away. Move your head back and forth do the cross hairs move? If so you may have a scope with parallax set at 100 yrds and if thats the case you will have accuracy problems at short distances.
