model 12 wont cycle upon reassembly

Maybe someone can help.
After disassembly and cleaning a winchester model 12 shotgun I am having problems getting it to clycle properly.
There seems to be an issue with the cartridge cutoff interfering with the carrier as I cannot get the carrier to move past the cutoff. This is preventing the action from moving forward when cycling. The only way to get the trigger assembly out is to pop the cutoff out of its home and wiggle the trigger out. With the cutoff removed the unit cycles fine. The cutoff does not appear to be bent and it worked fine before I took it apart.
What am I missing?

Are you getting the round projection on the back side of the cutoff down in it's matching recess in the receiver? Haven't got it reversed? Also, are you depressing the locking bar that locks the bolt in place so the slide extension locks in place correctly before you try cycling the action. If it isn't locked up right the slide will jump the bolt before it is fully closed and it may appear the cartridge stop is interfering.
 
Yes the round projection sitting in the recess is home until I pop it out for disassembly.. You cant really put it in backwards. Nor the spring with the circle.
As I posted earlier with the carritride coutoff removed it works fine so I'm leanin towards a cutoff issue.

The front edge of the cutoff has to fit in a corresponding vertical cut in the front of the receiver and then the projection is fitted into the hole.

Did it cycle properly before you took it apart? If it did you probably aren't getting something back in correctly. It's quite easy to lay the cutoff in at a slight angle rather than laying flat in it's recesses. Beyond that I'd have to see it as I imagine other guys would.
