Anything is possible with enough time and money. Mostly money. The most expensive part will be in the designing and manufacturing of the parts. There are conversion kits for the Rem 700, but there doesn't seem to be any for the M70. Hence the added cost. It'd be a detachable magazine, not a clip.

Winchester made a few model 70's with detachable clips , as a matter of fact ebay had 3 new clips on there a couple of weeks ago , once in a while they will also have the rest of the hardware for the conversions , i doubt if you can buy the hardware need new but maybe ...???
I've only seen a couple model 70's with the clip, and both were synthetic stocks. My bet is that you'll have a hard time getting the parts to do it. Try Brownell's, or try getting a hinged floorplate, would still be better than the blind mag (IMO)
