Model 99 suprise
I have a sav. 99 made in '51, sometime before I bought 30 years ago it was re-barreled to 243. It didn't matter what 100gr load I used the best I could do 2.5" to 3".
Anyway I got some 85 gr bullets from my brother-inlaw , (nosler BT ) and loaded 15 rounds of using 41 grs IMR 4350. Shot 5 3 shot groups. Largest was 7/8" smallest was just under 3/4".
Now I have dump the 30 year 4x bushnell banner off it and put leupold on and see how well it will shoot.

Unless you have a real love for another scope I can't see how putting another on this rifle is going to make it shoot better then the great results you are seeing now. :)
 
Your groups will certainly shrink if you change from a 30yr banner or a new banner there quality is less than entry level at best A Leupold Rifleman or a Bushnell 3200 would be a good choice .
 
If you had said that the best you could get was 3" and left it at that I would have told you that the forearm was binding. It's a common problem when a 99 isn't grouping very well but if changing the pills made the difference then it can't be the forearm.
 
Well not a 99 or a .243 my .308 will not shoot anything heavier then a 150 grain bullet so you were shooting something to heavy for your rifles twist. I have a .243 I just got and I have to make up loads in 80 and 100 grain loads to see which ones work out better same with my 270 which I know doesn't like Winchesters 130 Grain loads. It's all about having the right weight of bullet for your rifles twist rate so always experiment with bullet weights till your groups close up then you can fine tune your hand loads to get the most accuracy possible after.
 
I have a Savage 99 in 284 that is very picky about what it shoots. 150 Win or Noslers with RL15 go sub MOA. 175 Speer GS with 4831 do 1.25 Everything else tried shoots into 2+ inches.
 
The 99 has a 1-10" twist rate in 243 so it's fast enough to handle larger bullets like the 100 grs easy enough.

If I were some of you guys I'd take the forearm off next time your at the range and set it on the the sandbags for a few groups and see if it makes a difference.
