I just bought a m38 from a fellow cgn member, the rifle is in a mint shape wood, metal etc except the rifleing is milled out of the muzzle end like 1" 1/2 deep, I never seen anything like this before, is this going to affect the accuracy any ideas?

Very common on refurbed rifles. It's called counterboring and the russians did it because the muzzle would get worn from abuse/cleaning. Instead of rebarreling the rifle they would do that to esentially give it a new crown. Some people say it detracts from value, but I think it's far better to have a counterbored rifle then one with a worn muzzle.

Yes, quite common. If the crown was slightly warn, they would recrown by machining a millimeter or two off the end. If it was badly warn, they would counterbore to save the material on the end where the bayonet fits.

Bad crowns are mainly caused by improper muzzle end cleaning. You will notice in your Mosin parts kit that you have a muzzle guard to protect the crown when cleaning.
