Depending on many things, such as condition and bedding etc. as tight as an inch at 100yds. There is a rumor that I can't substantiate, that Finnish Mosins were required to shoot into an inch at 100 yds to pass their accuracy standards before being issued.
 
Last year I put a no-gunsmith scope mount on a Polish M44 carbine I have. I put a cheap scope on it. At 100 yards, best I did was about 1.75 inch group. Other models have a longer barrel, which could offer better accuracy.

So, in my opinion, if your goal is to hit a loony at 400 yards, other rifles should be considered :)

But is it the rifle or the round being used that's the problem for longer ranges? I have a mosin 91/30 now, I want to make it as close to a sniper as possible. Have you guys seen the video on youtube of the guy hitting targets with a 91/30 at ridiculous distances.
 
if you're shooting surplus, that'll be your first problem. It isn't all that accurate at all.

Once you start using commercial or hand loads, could be the gun. It completely depends on the condition of the gun. Many of them have been through at least one war then refurbed, so they vary greatly. Best bet is to keep buying and selling them until you get one that shoots well, then work with that one. There was a thread on sniperizing a mosin recently that has most of the pertinent info in it. That guy on youtube is using a very nice rifle that has a fair bit of tweeking to it... he's probably mostly original, but has done a low bubba bedding job, maybe tweeked the trigger, and spent a long long time working up loads that are perfect for it.

Yeah, I am planning on bedding it and I wouldn't mind doing anymore of the steps I discover, given that it's within my capability. Only challenge is I have never bedded anything, or drilled or tapped and I am ordering the repro pu scope and mount. It's going to be a learning experience. I just don't want to mess it up.

last summer i shot 1.5inch into a heinz ketchup can with my 91/30 @ 100yrds to my surprise, the bore is darker than night but strong rifling.
 
The only one I ever shoot is a new factory 11 carbine and it is awesome at 100 yards. I never did a grouping with it, but one day I set four 12 guage empties up on the back board at the local 100 yard range and was able to smack them off with 2 out of 3 rounds fired at each as a rule. That shocked me as well as two other guys who were with me that day. I examined them after and only one was a dead on hit and it was a bit high towards the top. Two others were touched on the sides and one was clipped on the brass rim. That is with my handloads. That gun at least is just as accurate as any other of my Milsurps as far as I'm concerned, maybe better than a few. The factory#11 built guns were very finely built though, so maybe they are better than the average Russian rifle anyway. Dropped a lot of deer with it out hunting as well. I have a few others but just don't shoot them and have never fired one with a scope. I just may have to drag an 1891 long rifle to the range and give it a try soon. It is quite possible that the ammunition has a lot to do with the group size. I have never used Milsurp stuff, only new Privi and Norma and then once that was fired only reloads.

Interesting read on those links. Bedding, 40 power scopes, tig welded to the reciever scope mounts( on a m-39 no less) & the always easier to work bent bolt. Like all milsurps you don't have to pay an arm & a leg for (yet) people always reach for the chainsaw to "improve" them. Oh well, here is a group from a m39 with loose action screws at 50yrds with misurp ammo

9130 sniper (not a clone, repro, wanabe, looks like but just isn't) 100yrs cast handloads aiming to the left of the bull so I could see the poi with two sight in shots & my last 5 rnds in the circle, stock bedding is total crap.
