At the ranges they were shooting, who needs a scope?

They all have k98's and there is one guy who doesnt want to shoot the civilians because he knows one of them (some kid). They all load their mausers and get the order to fire and they do. The officer then goes up the guy who was reluctant to shoot and watches him open the bolt of his gun and the shell flies out. I dont understand what the officer was trying to do, even if he had not fired the shell would still fly outit makes no sense...
