That looks to be like the most useless gun ever!

Just imagine for a second how it would work, never mind how it would kick.

Having a custom made barrel is a whole other story and gonna cost an arm and a leg.

Sounds like you need to get a mares leg and call it a day. At least it can actually be cycled without having to change your grip and move the gun all over the place.

I don't know about a mare's leg being that practical.At the range the other day we were all talking about the .44 mag Henry mare's leg and how it could be a much more user friendly weapon with a full stock on it.
 
How short can we cut the factory mosin barrel and still remain non restricted and not become prohibited? I am aware overall length must remain at least 26 1/2 inches.

As pictured, that firearm is prohibited (on two counts really). Put in the simplest terms, to be non-restricted, the firearm must not fall into the description of either being 'prohibited' or 'restricted'. In summary, to remain non-restricted, the barrel would have to be at least 18" in length, AND the overall length at least 26".

Note that article 'b)' in the restricted description which specificies a minimum 18.5" barrel wouldn't apply, since its not a semi-automatic action. Basically, as long as its 26"+ in overall length, its either prohibited or non-restricted, based on the barrel length being < or => 18". If over all length is less than 26", then its prohibited regardless of barrel length.

Non-restricted firearm: any rifle or shotgun that is neither restricted nor prohibited. Most common long guns are non-restricted, but there are exceptions.

Restricted firearm* means:

a.a handgun that is not a prohibited firearm,
b.a firearm that
i.is not a prohibited firearm,
ii.has a barrel less than 470 mm in length, and
iii.is capable of discharging centre-fire ammunition in a semi-automatic manner,
c.a firearm that is designed or adapted to be fired when reduced to a length of less than 660 mm by folding, telescoping or otherwise, or
d.a firearm of any other kind that is prescribed to be a restricted firearm

Prohibited firearm* means:

a.a handgun that
i.has a barrel equal to or less than 105 mm in length, or
ii.is designed or adapted to discharge a 25 or 32 calibre cartridge, but does not include any such handgun that is prescribed, where the handgun is for use in international sporting competitions governed by the rules of the International Shooting Union,
b.a firearm that is adapted from a rifle or shotgun, whether by sawing, cutting or any other alteration, and that, as so adapted,
i.is less than 660 mm in length, or
ii.is 660 mm or greater in length and has a barrel less than 457 mm in length,
c.an automatic firearm, whether or not it has been altered to discharge only one projectile with one pressure of the trigger, or
d.any firearm that is prescribed to be a prohibited firearm;
