My father just recently installed a new scope on the above rifle which is built on a HOWA action. The rifle is about 20-25 years old.

So when I went by to pick it up and sight it in for him, the bolt will not go completely down into the slot on the side, when putting a round up into the chamber.

Any suggestions on what could be stopping this from going down like it always has. I didn't feel comfortable firing a round with it doing that. It dry fires but the bolt is very hard to get back up to bring it back.

The rifle hasn't been used in a few years so it may have been like it for a while.

All any any suggestions to fix this are appreciated.
 
If you put new rings and bases on, the front base screws are to long and are probably hitting the bolt lug, you may have to file down the base screws a bit.
