mossberg 410 over under can not load both barrels

Top or bottom barrel load ok independently but not able to load both. I feels like the bottom shell jams.

Any idea??

Sounds like a poorly fitted extractor. (if the gun is extractor only)

I think Darryl may be onto something. Take the barrels off the shotgun and see if you can load 2 live shells into the chambers. It may be pressure from one of the loaded barrels is pushing the "extractor" down, preventing a second round to fit. If so, the extractor wasn't cut properly.

If its the bottom shell jamming, what happens when you load that one first? Can you get both shells into place but then not close the action or??

That doesn't happen... it's here forever... did you get it fixed? I believe an inspection by a gunsmith would do far more than posting questions on a forum.
