Mossberg 702 Plinkster / Tactical issues?

I just recently bought a Mossberg Tactical 22LR (Which as most people know, has the 702 internals). I havn't shot it yet, but I believe it's behaving abnormally with snap caps. It feeds correctly, however when the magazine empty's, the bolt will stay back while touching the follower. It takes a good amount of effort to get the magazine out in this situation, as I have to pull down on it. Also, as soon as I pull the magazine out, the bolt slides to the front. Isn't the bolt supposed to stay back in this situation? Also I cannot get the bolt to lock back manually.
 
If I'm not wrong, the 702 has the last shot hold open feature, so the bolt locks back on empty...perhaps you could take pictures? Whenever the bolt holds open it should be touching the mag but I don't know past that, I recommend take some pics post 'em up. It may be something small, maybe somebody with one can chime in, maybe yours is faulty. I wouldn't be too surprised a member on CGN broke his while cleaning it.
 
You're descirbing a perfectly funtioning bolt hold open feature. After the last shot is fired the plastic in the mag sticks up into the action and the bolt hits it, holding it open.

The reason its hard to remove the mag is because the bolt is pushing against it, if you pull back on the bolt while you remove the mag it will come out quite nicely. In order the get the bolt to lock back manually, pull the bolt all the way back then push the handle into the bolt (you'll fell it lock) voila! You're gun is functioning as designed.
