the 3-9x40mm rifleman is roughly a $250-300 scope. ive never owned one so i cant tell you more about it, Leupolds carry a lifetime warranty and have a service center in Canada you can mail them to. the big drawback with the Leupold Rifleman's that i hear people generally whine about is the friction dials as opposed to click - ie: when youre turning the dials to zero the scope, they dont 'click' at intervals, its just a smooth turn.
i dont see the big fuss - for the average person who is going to zero their scope and leave it like that it makes no difference, and friction dials can offer finer adjustment.
if you are a newer hand at shooting, you might get some added benefit from the Ballistic Plex on the Burris scopes:
its an aid in helping determine how much to hold over at intervals up to 500 yards.
did they replace the bases/rings too, or just put the new scope in the cheap aluminum rings?
