most accurate 9mm pistol for the money, either stock or via upgrades

~$1000 - CZ SP01 Shadow
~$1500 - CZ Shadow Orange, Canadian Shadow, Shadow 2, Tactical sports
~$2000 - used Sig p210s/X5s are sometimes available in this price range, some 1911s, tactical sports orange maybe?

I'd echo this as well as a generalization. The Shadow and Tactical Sport are the best value for money to me and I have not shot anything more accurately from rest than a Sig X6 or P210 Supertarget. That said, accuracy is a funny thing and I don't think there is a definitive answer. While lots of guns capable of great inherent accuracy, there is sample variability, and other factors like ammo etc always weigh into our perceptions.
 
On the lower end of the price scale, check out the Canik's as already mentioned, they've been getting great reviews. On the higher end, below is my X5's test target 5 shot group ~1" at 25M; my own results are not quite that good lol, but the pistol is certainly capable of it.

Walther PPQ is the most accurate of all the plastic guns. It's almost on par with my Sig X5's & Smith and Wesson PPC-9.
For the money the Walther PPQ cannot be beat.

Hmm. Obviously we’ll need to feel them in our hands but I hadn’t thought of the PPQ and just read a bunch of reviews. They are all good. Think that’s the one I’m going to go for. Simple operation for wife that won’t shoot as much and they make a version in .22 which makes for cheap practice with the same gun and operator controls. I like the fact that they have a good, light, crisp stock trigger as well. I’ll definitely look at the CZ down the road for a competition gun though. This is just the start. Thanks!
 
The M&P 9, not so much. But you can get an Apex trigger and barrel etc to vastly improve its accuracy.

Funny how history dogs a brand, late model M&P 9’s version 1 fixed accuracy with a new twist rate and timing, trigger was also improved. M&P 2.0’s reportedly have better triggers, same twist rate, 1:10.

Smart move you won;t be sorry. Incidentally all the PPQ 5s have the same trigger group. The Match comes coloured blue which is the only difference. If you get the PPQ M2 5" get some fluorescent orange paint from the hobby shop for the front sight. It makes a huge difference. I used a toothpick to place a droplet on the white dot.

If you eventually get a .22 version of the gun I read on the Walther Forum the gun is designed to be dry fired, a feature not on most .22lr pistols. I would check it out before I did any just to make sure the info is correct.

I know guy who shoots PPC Duty pistol with a Beretta 92 - he can shoot and the Beretta is amazing in his hands, another guy I know shoots a Shadow, same deal - they trade wins pretty much weekly. I've seen STI guns shoot very well in the "middle range" and at the top the Sig P210 - if you can find a Swiss surplus one, especially.
 
I am surprised to see so many CZ shadow 1s in here.
I have owned 3, 1 brand new and 2x pre-owned.
All 3 we're not accurate so to speak, the trigger made them easier to shoot than other guns, but if you had trigger discipline all my other guns we're more accurate than a CZ shadow 1.
All 3, barrels we're very loose at the bushing end, as if they we're improperly fitted.

But, at the time when i had access to almost all these 9mm, the guests i would bring at the range, had the most success with the shadow 1.
The easy trigger would help my guests get o.k. groups quick.

In the guns i have owned and tried, in the 9mm caliber, CZ shadow 1 was the worst.
In order from most innacurate to most accurate, again in my experience.

CZ Shadow 1
Glock 17 gen 4
Beretta 92FS
Sig 226
STI Trojan
CZ Shadow 2

The one shadow 2 someone handed to me was unbelievable.
It was better than any gun i had ever tried accuracy wise, in 9mm mind you.
Was very very close to an SV infinity 40SW i had at the time, which boggled my mind seriously.

CZ shadow 2, 10 rounds will fit inside a white IPSC patch at 10 yards, rested of course.
But even standing unsupported, i could stay inside patch at 7 yards.
A patch is roughly 1 square inch.
 
Borrowed a Sig P210 for a few months, it was a very tight one with a good barrel. Couldn't shoot it as good as my Sig X5's. Just never felt the love for the P210....and I wanted to sooo bad. Maybe one of the new one's with the improved grip and hammer would be better.
Back to the CZ's I have found the Tactical Sport and Shadow 2's to be very accurate....but hate to say side by side my PPQ M2 5" was just as accurate, for a fraction of the price. I've found CZ Shadow's accurate but no more so than the Average Sig P226.

PPQ all the way, stepped match barrel and outstanding trigger!
