Most affordable double action 9mm semi auto?

Most affordable?

NP22 or the NP34 (same gun just slightly smaller). For around $350 great value and they perform very well.

Grips are large for these handguns, if you have medium/small hands you may be more comfortable with the NZ85B.
 
Hands down the Beretta 92FS ....$750 for a mint/excellent condition used pistol ($899 New)

...or a very good clone in the Girsan Yavuz Regard 9mm. They were built initially for the Turkish military, and most parts are interchangeable with the Beretta 92. They are also built to Nato specifications, and have ISO certification. A really good value at $550 brand new. The quality is definitely way better than Norc.

I own one. Only problem I ever had was wartak ammo and I know it was ammo because it did the exact same thing in my JR Carbine 9mm

I've never had a problem with mine but I always keep my rails greased well. You don't really realize how friggin large the beretta 92 design is until you have something to compare it to. Even next to a 1911 the thing is a sledgehammer
