I got my arms 18 mount intsalled. Put on some cheap med scope rings that I found and went out and tested it out. at 50 yards I had to max out the windage and elevation just to get it on paper. This is using a bushnell 3200 5-15. Any idea what could be cause this?

Anything could be the issue, scope, rings, mount. You'll have to look at the rings and see if there is any way they can go wrong.
The scope is so high above the barrel that it will need to shoot low at close range. Don't think there's a problem unless you can't get it on the bulleseye at 100 or beyond.

I had to severely shim my Promag and $40 rings in order to get on the bull at 100yds and still have some latitude of scope adjustment. I'm hoping my (enroute) Bassett resolves, some if not all, of this issue. If it doesn't, I’ll be looking for some adjustable ($$$) rings.

If you remove the action from the stock, and look at the bottom edge of the mount along the left side of the receiver, does it appear to be sitting flat and parallel to the receiver side? Is it hung up in any way so that its not sitting flat? Does the wood interfere with it?
Every thing looks flat, parallel, and nothing is interfering. Could be the crappy 6-24X50AOEG Bushnell scope I put on it. I removed the shims and mounted a 6X Burris. Had no problems re-aligning the crosshairs with less than one full turn of the adjustment dials. The Bushnell has since been returned to B&L for repair. It would not hold zero. As always, you get what you pay for!

when i first met the arms 18 and mounted it to my first norinco m14s.... way back when...... i had issues with the mount not sitting perfectly straight in line with the action/barrel. It ended up being how i was mounting the arms.
Now when i mount them, i install the main side screw to the receiver, taking care to line up the mount with the recess grooves on the receiver. I then use my m14 combo tool.... the one that comes with your rifle.... and i just snug the bolt. Incidentally , the head on the side bolt on the arms is the same size as the gas plug.... so the combo tool is perfect.
after just snugging the mount, i then install the stripper clip parts and just snug that bolt. Then i bring the side bolt to final tightness, ensuring the mount is straight. then i tighten the stripper clip guide bolt and then set the forward tension pad...... done deal.
