Based on this post alone I'm going to stick with my final guess from last night that this is a new rifle built using the Nodak lowers. Since there doesn't seem to be a new FRT entry published for anything new and NR, the only way for a NR "prototype" to be in someone else's posesion sitting around in the bush for testing is if the "prototype" is built to fit something that already exists.

So my final answer is Nodak lower with a new upper receiver.
