Not rare by no means, but 2 in one week is not normal on the EE. Price was on the high side, but how much for a decent rifle in 243, must be in the $500 range. A BLR in that caliber will cost you $600 +. A 99 is a much finer rifle, I own both a BLR and 99's. Now for a premil in 99F, EG or R you can expect to pay a minimum in that caliber and more if it has condition. Like George Madis like to say "you didn't pay too much, you just bought too early, sooner or later it will be worth what you paid".
