Your rifle already threaded? And you do know a brake will significantly increase the muzzle blast and noise for you and anybody near you?
The former will require a smithy. No more just taking the rifle to a machine shop.

He can have a machine shop do it. He just has to be standing beside the guy threading the barrel (ie he can't leave it with them). Whether the machine shop will allow that is a different story. Also, if it's restricted he would have to get an ATT to said machine shop which is unlikely to happen unless his particular CFO is REALLY nice (which I doubt).
