Is the muzzle jump from a .22 mag greater then a .17 hmr or are they both negligible as to be a non issue. I'm leaning towards the .22 mag but I would still like to see the target after firing, if this is possible, so this could be the deciding factor.

muzzle jump has nothing to do with accuracy of a rifle. Not to mention it is nonexistent with any rimfire.

By the time the muzzle "jumps", the bullet has left the barrel. When shooting from bags or with a front rest, best accuracy will be achieved when the shooter keeps their hand off the forestock. Trying to hold it down results in greater inconsistency. This applies to both rim & center fire rifles.

.22 MAG and .17 HMR should have almost identical "recoil". Recoil is a relative term of course and in the case of those two, so little that you can only call it that because technically...the rifle will move a little when shot. .22, I think the forward motion of the firing pin moves the gun as much as the felt recoil once it goes off. :) Not being a smart a**, I love rimfires and shoot them more than anything else. I think seeing the impact, or "seeing the target" will have more to do with you, the scope, the amount of light, and the shooting conditions/weather. For instance, on my first .17 HMR, scope at 18x, I could see the .17" holes in paper targets quite clearly at 100 yards. Those are small holes standing beside the target, let alone at that distance. When laying prone, on windy days, or with the summer sun heating the ground I was laying on...a little tougher to see~but it had nothing to do with recoil.

A .17hmr has almost zero recoil, and for sure less than the .22mag. Generally speaking, when comparing 2 cartridges having similar ftlb energy levels, the cartridge shooting the projectile with a larger diameter and heavier weight, is going to have more felt recoil than the cartridge with a smaller, lighter, faster projectile. I was easily able to remain focused on the dissappearing cloud of vapor that was once a grape at 100m with mine... before i sold it. Very easy to return to battery. A .22 mag will take you slightly off target after each shot... but not much.
Honestly, all my .22lr's recoil more than my .17hmr did.
