My best so far!

Well I tried 5 of each from 44.6-44.9 and well it didn't turn out so well. The point of impact was another 1.5" up and the best group was 5/8". But there was a 15km/h wind swirling around from every direction. I could blame the wind on the groups maybe the the point of impact is strange given I didn't move the scope at all.
 
Wait a second! .........You mean you didn't have to have the action trued? you didn't have to have a high end trigger installed and you didn't have to order a match barrel to make it shoot?.......

Ishodu that is odd. The randomly swirling 15km/h winds easily explains your groups opening up (and do note that 5/8" 5-shot groups are decently respectable). The 1.5" shift in POI is puzzling/suspicious though, that should not have happened.

Since you bedded the rifle, have you had the action out of the stock? Is there clearance between the bottom of the recoil lug and the bedding material? Is there clearance between the bedding screws and the holes in the stock that they pass through? Is there any oil/solvent between the action and the bedding material?
 
I haven't had the stock off the action between the shoots. There is clearance in the screw holes. There is no clearance around any part of the recoil lug. Should there be? Everything in there is clean and dry.

Some people seem reluctant to ever take a bedded rifle out of its stock. I think this is a mistake, I think you should take the action out any time you need to - for example to dry it after you've been shooting in the rain, to adjust the trigger, to give it a through cleaning, or just to make sure there isn't anything wrong (e.g. bore solvent between action and bedding).

Sharp edges of the action can "shave" tiny little pieces of bedding material. Oftentimes the thing to do is to round off any sharp bits on the action that might do this, either before or after bedding it.

If any small bits of shaved bedding material or other dirt get trapped between the bottom of the recoil lug and the bedding material, it can hold the lug up - so that instead of the entire action contacting the bedding as intended, the recoil lug is the first to take up load.

One way to deal with this is to make sure that the bottom of the recoil lug slot in the bedding is clean before you reinstall the action - scrape it clear with a jeweller's screwdriver.

Another way is to put a couple of layers of masking tape on the bottom of the recoil lug when you bed the rifle, then remove the masking tape for the lug and/or scrape it off from the bottom of the bedding slot. That way you have designed in a little gap there, if any gunk gets in there is room for it to go. Since you didn't do this when you bedded your rifle (that's OK), do make sure that the recoil lug slot is scrupulously clean. And/or you could grind/file five or ten thou off the bottom of your recoil lugg.

I think it speaks pretty highly of the performance of that TASCO scope too, considering their price.

Well I loaded up more, removed the action from the stock installed internal rail so I could mount my bipod. At this time I removed some bedding from the bottom of the recoil lug hole. So this weekend I am heading to a F class intro so I figured I better shoot off the ground using my bipod. Below are a pic the first 5 rounds down range bad part is I knew I pulled one low before I had a chance to look. Jerry was right another 2 shots really didn't a whole lot of diff.

.225" with a flyer is not bad in my books.

So in the end its going to be a 44.8 grain charge of varget with a OAL of 2.821 Avg velocity of 2822 FPS ES of 22fps. I tried changing the OAL a bit and the groups opened up to 3/4" outside to outside.
