You should mount it to the handguard rail, if it is a free-floating handguard it's even better.
To make things worse, English is not my native language, so I will try to rephrase my question - to mount a bipod on a rail, do I need a long 12" one to mount bipod as close to the front of the rifle as possible OR
is it OK to install a short 9" rail and put a bipod on it (it would be way back then)
