Controlled as in non-exportable. Like most export regulations I couldn't tell you why.

Good luck with that! I've been trying to bring in an Insight Technology AN/PEQ-2A for ages. I did find some on AR15.com for about $2400 USD but the box the product came in must be labelled with an export restriction notice because the sellers would refuse to ship it outside the US.
