explain how neutered it is? i only see the barrel welded shut... say a guy loads in some ammo and shoots, does the rig goes up in sharpnel to his face or is the machanism neutered also?

that is a very clean neutering, but sad that it needs to happen

The barrel is plugged, the rear site, latch is welded to the frame, the trigger is spot welded to the frame and the cylinder is as well.
There is no hammer because it is a "hammerless" Iver Johson..(has an internal hammer).
The only reason I went to court over it, lost and paid to have it ruined is because it belonged to my great uncle who was a Toronto city cop and retired as the Chief of a small NS municipal dept.
