The Bore cleaned up good as far as I can tell.

What would be the best way of cleaning this up? Oiled fine steel wool or scotchbrite pad?

This is my first 22lr bolt action, and I have nothing to compare it to except for the few youtube video's featuring model 75's, both of the video's I've found the bolt actions seem much smoother and require way less effort than this one. So I'm hoping once I scrub everything down it get's a bit slicker.

i bought a cooey 600 at an auction with some rust on the barrel and action. fine steel wool and little wd40 cleaned it up nice and didnt effect the bluing. then i cleaned off all the icky wd40 cause all its good for is getting rid of rust, then i went over it with mpro 7 to protect it

take a old brass brush and wrap it in fine steel wool then cover it with solvent, put it in a cordless drill and run it throught the barrel twice(it will get all the junk out of the rifling).i do this whenever i buy a used 22,it improves accuracy.then all you have to do is clean it with oil patchs after use.
only do this once or you will kill the rifling
