My Russian MP-446 Viking

What do you mean? I've bought 3 extra mags for mine and they are from 446C version. There are slight differences in new mags but regarding converting them back to 18 - they are the same as the old ones - impossible to convert unless you either cut the plastic insert or get the magazine floorplate from the 18-rounds mag.

At Baikal they show me custom papers in red ink explanation, and if u do have plastic plug in it - be aware it's not legal. That's what i been told
 
I think that is either an error or misunderstanding. The Viking I have, and the spare mags - both passed customs ok. Spare mags - quite recently - less than half a year ago.

Lots of handguns have a 10rd mag designed like that - it is not exactly a "plastic plug", which can be easily removed - it is a different type of floorplate.
 
My version is not sporting one, it's military.

btw, regarding "sporting/military". Viking IS a civilian/sporting gun. There is no "military" version of a Viking. Military cousin - Yarygin PYa/MP443 is a different gun (steel frame, different barrel, some parts look different) and it cannot be legally obtained or exported from Russia. 446C version is just "IPSC Special" Viking with adjustable sigths and some other mods.
