My scope is zeroed but am almost off the scale for my windage adjusment?

When my Scope is zeroed I have only 12 clicks widage left. I am using tps ring and a ken farrel base . I am wondering if it is the scope. the base, rings or are the holes for base crooked.

Savage actions often have either the mounting holes drilled slightly off center or the barrel has been torqued down slightly to one side (usually the right). This is a fairly common problem and not that big of an issue. Use windage adjustable bases or rings to center the scope to the center line of the bore of the rifle. Make sure you place the adjustments in the scope to center first then use the adjustment on the rings or mounts to achieve center. This will allow full windage adjustment in the field. Phil.
 
Holland's in the US is now offering an adjustable Picatinny rail. Sounds like an option, if you can get one. This would accept your rings.
If you want to retain the base, use Burris Signature Zee rings.
Or, go with a Redfield/Burris/Leupold style base with windage adjustment built into the rear ring mount. Burris Signatures are still worthwhile. As noted, centre the scope, use the mount to get basic windage alignment.
