while shooting my ftr in 308 at 600 and 800 meters in practice with 185 juggernaut I experienced the same thing
it turns out my hold was not consistent on the rifle
I had to hole the rifle a little harder into the shoulder compared to the 155.5 triple nickels I had been shooting for 2 years
it took 2 trips to the range at 100 and 600 yards to get the right hold into the shoulder
not to tight and not to loose, then the groups formed into one group and not 2 distinct groups
you seem to have gone through the usual culprits and this also helps
BUT IT IS YOUR SHOULDER HOLD STRENGTH at play here

it is hard to diagnose and I would buy your barrel in a heartbeat if you are selling cause you have been told it is your barrel
your groups look good to me,
stuff happens and by perfecting your holding the rifle into the shoulder a bit you will love your rifle
it is not a flinch just the pressure into the shoulder that changes
EVEN A LITTLE BIT, AS LOW AS A POUND MORE HOLD CHANGES THE POINT OF AIM
Your group is tight otherwise
