looks like a sucker maybe a white sucker we has them in the great lakes and they make awesome monster musky bait when they get bigger nothing like tolling them behind a boat

That is to me, very clearly an exact match to yomomma's Bridle Shiner, even has the correct striping (gold bands outside black). That's your answer the smart money would say, Bridle Shiner.

I just checked though, and apparently they're only found way east... Hmm.
