I believe it's part of the French army FELIN system.

Seen here mounted on a FR-F2 like in your picture.

2 liter milk jug painted camo green to used to protect against rain, and collect drinking water when deployed for extended period.

Looks like it might have some pretty impressive video and transmitting capabilities. A lot of complex electronics in it for sure.
