I object to the headline calling this POACHER a hunter.

I think the fine should be much higher it costs us between 17 and 20K to hunt Big Horn sheep each legally through an outfitter I think he should have been fine 20K per animal and the money should have went to do a Sheep renewal project possibly with someone like FNAWS.
