Will you be selling just the upper receivers stripped?
1-Nothing. Just change upper. Even your magazines will be fine. Just make sure you never shoot 300blk through your 223 upper or it'll go kabboom! You'll need a bcg though, or you'll need to switch the one in your S&W upper to your NEA upper.
2-No need to call cfo. The lower is the registered part.

The CCS stock comes with the proprietary bolt carrier but no bolt. I believe the bolt itself is $69

We just posted a ton of NEA AR15 uppers on the website. The 556 and 300 BLK ones don't come with a bolt carrier group but the 7.62x39 ones do.

I'm interested in just the handguard and stripped upper receiver, is it possible to get just those?

300Blk was developed for SBR with the suppressor. It has better performance in CQB with the short barrel (especially under 10.5") than 5.56. But ammo is expensive you better to do reload by yourself.
To use 300Blk in AR15 platform the only thing you need to change is the barrel(plus gas tube and gas block).
