Neat piece of BC hunting history

I thought this might be an interesting thing to share since this is the first time I have seen one. I bought a house and found this in the back of one of the closets. I have always kind of wondered why they were called tags being that I have always used the BC paper booklet. Judging by the rest of the house he might have been as good of a hunter as he was a handy man....

 
Curious to know what those numbers mean?
