I don't think the test were insinuating that the 9mm penetrated 19" of steel, but maybe that the bullet penetrated 19" into the gelatin after penetrating a steel plate of unspecified thickness, and same for the rest (ie. penetrated 4 layers of denim and then penetrated 15.7" of gelatin), since it says "bare" gelatin as the first substance.
I would imagine the .40S&W and .45ACP would penetrate less due to the increased resistance experienced by a bullet of greater diameter (the force is exerted over a slightly larger surface area). I am just guessing of course. I can remember where I read it (I am trying to find it right now) but apparently some .22lr bullets penetrate quite far maybe due to the poor expansion, and small diameter (at a close range of course).
