Necessary features in a rifle mat?

I was reading this article:

and was intrigued by this part:

The last item I gathered was a shooters pack/matt from S.O.Tech. This set is a small pack, protective/drag bag, and an additional rest. This is essentially a complete support or shooters rest system, and it is easily transported by the user.

I'm a noob, so could something like that be used instead of bags or those mechanical rifle rests, from a bench as well as prone?

I'm a cheap bastard, as well, so if anyone could list the necessary features I'd much rather make my own than spend $100+.

Looks like a drag bag to me. Nothing saying anything about a shooting rest in the ad. If you are looking for both a rifle rest or bi-pod and a good quality rifle case you will spend more than $100.
