neck I.D too large

could possibly be that they were not resized properly.
check how the resizing die is on your press, should be kissing the shell holder and a tiny bit more.
double check after you deprime and resize, before repriming.
the bullet should fit very snug tight, if not something is the mater in the resizing process.

check list of some common things that can cause this:
die not set all the way down
did not go though full down stroke on the press in the resizing process.
incorrect die used (been there done that)
incorrect diam' bullet used (been there done that).
these are just a few things that can happen, we would need more info in order to help you out.

You could always buy a bushing die but it's not really worth if for 15 case. Is this a mixture of brass, some maybe shot more than the rest?

Maybe a collet die would work. What is the brand of brass? New? Perhaps someone did an outside or inside neck ream and passed his ill gotten gains onto you.
I have a lot of IVI .22-250 brass that is so thin in the neck, only a Lee Collet die will work.

Take a number of measurements. You may have some very thin walled case mouths. The IVI brass I referred to earlier was of match quality produced for a federal contract.
I still have some of the loaded ammo and after 20 years it will still group under 1" at 200 metres. If you want some measurements of some .30-06 brass I recently re-sized I will get that for you but if you are getting measurements in the range of 12 or 13 thou then that would explain your problem.

I think hakx is on the right track. I would be looking at the dies. Can you borrow another set of dies? That should let you know fairly quickly what to look at.

these are lee dies with full length resizer and the collet neck sizer. they are new this is the first time using it. all directins were followed and the majority of casings are fine

Pitch the the brass that aren't working out. 3006 brass is everywhere. Out of curiosity...what is the headstamp of the failing brass? I had that prob when trying to reload brass manufactured off shore (thinned walled).
