Neck Sizing

I just bought a Redding 243win neck sizing die, I have graghite to lube the inside of the neck before resizing but should I also lube the case exterior as well. I know it's not being resized but would it help anyway?

I don't put anything on the outside. You don't need it unless you do NOT clean the outside of the necks prior to sizing. Sometime you need just a bit on the inside. I put some Hoppes on a Q tip and run the it inside the neck. That is usually enough lube for 3 or more cases through the sizing die.

In a word, no. You are just making a mess you have to clean up.
