I am assuming that you are using bushing style dies? I measure the outside diameter of a loaded round then subtract the amount of neck tension that I want. This is the inside diameter neck bushing that I use. e.g. measured loaded round outside neck diameter = 0.239 and I want 0.002 neck tension, I will use a 0.237 bushing in my neck sizing die.
That's also assuming you have a loaded round to begin with and your brass has the same neck thickness as the loaded round.
Measure the thickness at the neck. Multiply this number X2, add your bullet diameter, now subtract .002" and there you have your bushing size
