The new Savage MKII's arent grooved anymore. They are tapped. The MkII's that have iron sights DO NOT come with scope base mounts whereas all the "target" versions do.

I have ha a stainless/synthetic 10/22 with a 4x power bushnell for years. Killed a couple dozen coons and fearl cats with it as well as grouse and rabbitt. Great little gun, I'd highly recomend it, just don't feed it crap (cheap) ammo. CCI work well in mine.

What is the rifle for? If it is a hunting or plinking rifle, and you can live with 2 MOA accuracy any of the previous mentioned rifles will do fine out to 50 yards on small game. But if you intend to work on marksmanship, I suggest you don't choose your rifle by the lowest price. Give yourself a chance. While some cheap rifles can shoot surprisingly well, this is the exception to the rule, and often the triggers are difficult, the basic 10/22 particularly so, making acceptable results on the target more challenging than necessary.
I would start with a Brno 452 bolt gun, fitted to you, with the addition of a peep sight and a tall front post, a shooting sling, and a trigger job. To my way of thinking this is a better way to start, but the cost will be significantly more than the normal entry level .22.
