Just take it to the range in 2 peices if you want to be really anal. If you get pulled over it is not assembled and is there for a receiver only. I doubt you are going to stay at the range for more than 30 days. Just take it back apart when you leave. JMHO
I sent in all my paperwork 5 years ago. Last I heard it was still being "processed", that was 2 years ago. Since then I have sold that length of upper... I am in SK though and the frame in on my ATT so I just take it to range and store the new uppers and the lower separate. What a ridiculous system!
Mine also took 5 years until they finally sent me the updated registration. I had sent the change notification in to the address they told me by registered mail, so I just kept the mailing reciept and a photocopy of the letter together with the certificate for the frame.
5 years... thats critical bs. I can't wait that long, I might be dead! I'm gonna call the cfc tomorrow and do what I possibly can to avoid a ridiculous wait.
I called and re-registered mine, then forgot about it waiting for the certificates to come. I called back and they transferred me to the "Certificate Amendment Unit" in Ottawa, and then I had my new certificates a week later. Only the Certificate Amendment Unit can change the status of a restricted.
Well I just got off the phone with CFC who transfered my call to "1065", got it verified over the phone, and said it will be processed today and I should expect my new registration certificate by Thursday. 
Well I just got my registration papers, says "Barrel length: 190mm" Thanks for the advice guys, much appreciated.
