If you went without the block, you could have a similar rifle in a quality stock like a Robertson for well under $1500. If you are handy woodworking, you can make your own stock and save $400 to 500. The Savage/Stevens actions really don't need any truing to shoot match accurate, at least for F class and similar styles of shooting.
