Need help identifying an odd round.

I'm helping a friend research some odd cartridges and we cannot find any info on the following: the round on the bottom is centrefire, has no head stamp, has a slightly rebated rim, the case is .75" long, the projectile is jacketed but with a lead tip and is .218" in diameter. The round on the top is a 9mm to help with scale. Sorry for the crappy picture. Thanks for any information you can provide.

Thanks for the info. I managed to find the specifications for the 22 JGR and the 5.45x18 PSM cases and it looks like this round is a 22 JGR. Thanks again for the leads.

Wrong bullet for the PSM, and a PSM should have a 2-dot headstamp.
