Need help identifying marks on a 42" musket

Meh, use some soapstone or the like to bring out the design (or script?).
Ah, that! Well, looks to me like the place where someone filled in a hole with brass. Why anyone drilled a hole is another question all together.

From that one pic it was also my first thought that someone filled a hole in with brass. It looks out of place and just doesn't seem to "fit" with the general theme of the gun.
Even for brass, it seems a little off with the tail. I would have thought that it would have puddled better.
I wonder if it bonded something in place there that has since fallen off. But again the steel looks like it has a depression in the barrel.
With out seeing the gun in hand, is it possible that it was a touch hole that was put in the wrong place, the barrel rotated, the hole filled in and a new touch hole made?

^ I kinda thought along these lines as well, but then thought what responsible gunsmith would do that? It would make more sense to cut and re-thread the breech.
