Need help IDing 7.62x54r, steel core silver tip? Any ideas

I found several crates for sale at a local distributer

The ammo is 7.62x54r silver tip, steel core
Comes in 880 round crate for $400

He told me the cartridge has a 66 and a 19 stamped on it
I assume that's year 1966 factory 19

I was under the impression most steel core silver tip was Czech, but I cannot find that factory code under my 7.62x54r factory legend associated with any country. ?

Anybody got any leads for me? If you help me figure out where it came from I'll post the source who's selling it for $0.51 a round
 
Silver tip is pretty standard to indicate steel core from anywhere (RU, CZ, PRC, etc), but not all steel core has a silver tip.

A picture of the crate, can, or bottom of the case would tell a lot, but he's probably misreading 61 as 19 and it's Chinese as suggested above. Most surplus is Chinese these days.
 
So if it is 61/66 or Visa versa it's a type 53 steel core light ball ? I will put a photo tomorrow when I go see the crates.

Anybody have experience with the ammo? Any good.
84 wankel said it's highly corrosive? Any other negative factors
 
Could also be Czech. I have some Czech silver tip, the case on these will be a lacquered green-grey steel case with head stamp bxn
