need help starting an AR15 build

My buddy's going throu a divorce and mentioned giving me is stripped AR upper (flat top) so I'm thinking "what better way to start building my own AR15"...

I've been looking at parts and my question is: which parts am I gonna need a gunsmith to import and at which point am I gonna need to register the gun or what parts need to be registered? And, what category does it fall under if not completed?

I'm planing this to be a slow built cuz my budget is tight right now.

does anyone have any good links or contacts to dealers apart from the ones on this site? whats better and what do I have to stay away from (quality/price)?
 
The stripped lower receiver is the part subject to registration.
If you don't have the lower, you have a sack of non-controlled parts.
Watch for bits and pieces for sale, buy 'em as they turn up.
It may not be less expensive that buying a complete rifle; lots of parts in an AR.
I believe that AR parts are subject to US export controls.
 
You best bet is to callup Wolverine or Armeast to get a "lower receiver part kits". You buy #### and you gonna buy twice!
 
Yep, definitely check with Wolverine and Arms East for AR parts. Questar also has lots of AR goodies and complete/stripped lowers at times too.
