Need help with subsonic 303 British

So me and a bunch of friends bought cattle and time to slaughter, last year we tried using. 22 as the cows are in a county that frowns on shooting. So looking for a 303 britch recipe that will be subsonic, I have 200gr cast projectiles, and the following powders, 231,unique, 2400, trail boss, h4895, imr4227, and imr 3031
 
Usually just use Lee dippers with trailboss, may try 8.7gr behind it, the 200gr cast usually shoot pretty good, I order them from this guy in Wetaskiwin... Lol
 
Not subsonic but will give you a starting point for the max loads.

Also keep in mind, the distinctive crack of a supersonic bullet will not occur when the muzzle is 4 inches away from the target.
If I was to do this every year, I would probably develop a load that pushed a fmj at just under 1000 fps.
You probably know you want to put the bullet right where the suture lines cross in the skull. Flat on, in the sweet spot, a cow will drop like it was pole axed when shot with a .22 LR.
BTW, I have just started swaging my own bonded core .312" bullets and would love to see what they look like after penetrating a cows head.
 
I know different loads are fun, but does your province have Right to Farm legislation? Slaughtering beef is a normal farming practice.
 
It's a county issue with discharging firearms, they allow rimfire for pest control, other then that you have to apply for a permit for larger guns for coyotes and such, I just don't want to use a 22 this year not much margin for error

Provincial Statutes have priority over local bylaws: Your province may have something similar. From BC's Right to Farm Act.

"a farmer does not contravene a bylaw made under the following provisions of the Community Charter only by conducting that farm operation:
section 8 (3) (d)#[firecrackers, fireworks and explosives];
section 8 (3) (e)#[weapons other than firearms];
section 8 (3) (h)#[nuisances, disturbances and other situations];
section 8 (3) (k)#[animals];
section 8 (5)#[firearms]
 
The problem with strathcona county is it has a "hamlet" of 100k ppl so they make county laws about guns so ppl are not using them in the hamlet
