Need input on possible build

Hello,
I'm thinking of doing a build off of a 10/22 action.
What I want to end up with is an accurate 19 to 20" barreled rifle. Now I'm not necessarily looking for a pure tack driving but something fairly accurate. Also the reason I want to go with a 19 to 20" barrel is I want to keep the noise to a minimum.
One of my question, accuracy aside, should I stick with the semi-auto 10/22 action or would the rifle be quieter in a bolt action?

I don't think you're going to eliminate much noise with a 22 regardless of barrel length or type of action. If you want something quieter I would go with an air rifle.
 
I hear a compensator will do some for noise reduction.

Anything that reduces noise on a firearm and isn't needed for it to function (ie. barrel length affecting decibel level) is considered prohibited as a silencer, I believe. Someone more versed in the Criminal Code and the FA might drop by to explain it better, or correct me.

I've noticed hunting grouse with friends with longer barreled .22's that they don't seem to "scare" them as easily and you are able to get a second shot or if there's more than one you are able to shoot them all. Plus the fact that I'm "noise sensitive", I have found shooting my buddies longer barreled guns that I barely hear the shot with hearing protection on.
please be advised that I am in no way trying to make a silenced rifle. That is illegal and that is not in any way,shape or form what I am trying to achieve.

I have a 16 inch 10/22 and last year I came upon 2 grouse. My scope was broken when I got off the quad and I didn't realize until I had taken about 3 shots at the first grouse, watching the bullets hit high and left. I tried to just eye it out and ended up taking probably 8 or 9 shots before giving up and grabbing the shotgun, but those shots dint scare either grouse away. They just sat there under a tree.
 
Savage has come out with models that have threaded barrels.

These models are the Model 10 FP-SR, Model 64 TR-SR, Mark II FV-SR (shown), Mark II TRR-SR and Model 93R17 TRR-SR. These feature a threaded muzzle with twist-off thread protector installed. 308 caliber rifles have a 5/8 24 thread, while the 223 Rem. and rimfire models have a ½ 28 thread.

dude was just wondering , never thought about you asking for info on something illegal

I wasn't accusing you of that. Sorry if it was written wrong. I just didn't want this thread going the wrong direction. No ill will at all.
